I’ve been messing with Apache 2.2 and 2.4 on Windows 7 thinking that the Windows 7 security model is messing up my folder structure in Apache, leading to an error 403 Access Forbidden.  Ends up this error is the default settings in the httpd.conf file of Apache.  If you open up the httpd.conf file from the Apache conf folder of the install, search for the value <Directory.  You’ll see the default setting probably has a bunch of values defined for privs, when in fact you just need a simple set of text.  For 2.2, I used this:

<Directory />
Order allow,deny
Allow from all
</Directory>

and for Apache 2.4, you use this:

<Directory />
Require all granted
</Directory>
